At the end of February, the EAC elaborated and sent its critical position paper to EU decision-makers on the European Plan for Affordable Housing.
The discussion will highlight the antagonism between the grassroots housing movements long-term demands for public housing and rent control, and the current EU Plan for Affordable Housing that increases the risk of further housing financialisation without solving the decade-long housing crisis.

Our speakers:
👊 Teresa Mamede is a Lisbon‑based housing justice activist. She organises with @habita.colectivo – a collective fighting for the right to housing – and the referendum campaign to curb Airbnb in the city. She is also part of the communication team for the European Action Coalition.
💥 Enikő Vincze is a professor and a researcher in sociology and urban studies, and activist in the Cluj-based Casi Sociale ACUM / Social Housing NOW. Her works in the past 10 years has focused on the political economy of housing in capitalism and socialism, EU policies and their impact on housing and its financialisation, and the role of real estate development in capital accumulation. Recently she has written critical articles about militarism and war as inherent features of capitalism.
🥷 Mauro Sirotnjak is an architect working in Right to the City in Zagreb as a researcher in spatial planning, housing policies and democratisation of management of public goods. His recent activities include organising public discussions and advocacy regarding the first national housing strategy in Croatia and advocacy regarding the European housing policies with the focus on the right to housing.
📢 Stela Muci is a housing rights activist currently based in France. She has been coordinating local groups within @federationdal, a national network advocating for the right to housing. Since December 2023, she has taken on the role of co-facilitator for the European Action Coalition. She is pursuing a PhD, focusing on urban policies and the processes of Europeanisation in the Western Balkans, examining how political and institutional dynamics influence urban transformations.
